    Article I: Name

    The name of this task force is the High School Boundary Task Force.

    Article II: Purpose

    The primary purpose of the High School Boundary Task Force is to examine and prepare a set of recommendations to the superintendent with the purpose of being prepared for continued demands of future classroom space at our high school buildings throughout the city. At least two major changes on capacity availability within our buildings are; 1) increased enrollment growth and 2) the addition of two high schools becoming available in the future (Lincoln in 2019). To that end, the report will include an examination of:

    1. Creation of new boundaries for Lincoln High School (directly impacting Ballard, Ingraham, Roosevelt, and Nathan Hale) by Fall of 2017.
    2. Exploration of boundary revisions for Garfield, Franklin, Rainier Beach.
    3. Exploration of Cleveland continuing as an option high school or changed to an attendance area school, which would then need new boundaries.
    4. Exploration and creation of possible phase in timeline for boundaries of 12th comprehensive high school downtown.

    Article III: Membership

    Section 1 - Members

    Task Force members from Seattle Public Schools will include:

    1. Associate Superintendent of Facilities and Operations (chair)-
    2. Director of Enrollment Planning –
    3. Director of Capital –
    4. Executive Director of Schools (3) –
    5. Office of School Operations –
    6. Office of Teaching and Learning -
    7. Principals Association of Seattle Schools (PASS) (secondary reps -6) -
    8. Seattle Education Association (secondary reps -3) -
    9. Students (5 – one from each region) -

      Task Force Members from the Community will include:

    10. City of Seattle Office of Education –
    11. City of Seattle Parks and Recreation Department –
    12. City of Seattle Neighborhood/Housing Department -
    13. PTSA representatives (secondary -3) –
    14. Parent representative from Northwest Region –
    15. Parent representative from Northeast Region –
    16. Parent representative from Central Region –
    17. Parent representative from Southeast Region –
    18. Parent representative from Southwest Region –
    19. Community members at large (2) –

    Staff Support Members as needed or requested by facilitator


    Section 2 – Appointment of Members

    All members of the task force shall be appointed by the Superintendent or designee.

    Section 3 – Length of Appointment/Service

    The appointment of the task force will be for 8 months, expiring on October 31st of 2017. Meetings will begin March of 2017 and occur at a minimum of once per month, but may occur more frequently as needed.

    Section 4- Attendance Requirements

    Members must attend any and all meetings of the task force, unless previously excused by a task force chair, in order to participate in the recommendations to the Superintendent of Schools.

    Article IV: Responsibilities

    Section 1 – General Responsibilities

    This task force is a resource to the Superintendent of Schools. It is an opportunity to look at the information and data related to the intersection of educational and support services for all of our students and to come up with possibilities for future decision making.

    Section 2 – Limitations

    The recommendations from this committee can be accepted, modified or rejected by the Superintendent of Schools.

    Article V: Roles of Task Force Members

    Section 1 – Facilitator

    1. Works closely with district leadership team to plan each meeting and establish agenda items.
    2. Oversees the scope and sequence of the task force charter.
    3. Maintains documentation of work completed and progress toward goal.
    4. Ensures task force progress and completion is communicated to stakeholders.

    Section 2 – Task Force members

    1. Attend meetings on time and prepared for discussion and participation.
    2. Acts as a resource to all task force members.
    3. May collect feedback from stakeholders.
    4. Works collaboratively with others in the task force.

    Section 3 – Staff Support

    1. Support task force work.
    2. Act as a resource for task force members.
    3. Assist with communications to staff and community.

    Article VI: Meetings

    Section 1 – Quorum Requirement

    A quorum of regular members must be present to conduct business which results in any recommendation by the task force. For issues that must meet a specific time line and which a quorum is not present, the facilitator shall have the authority to electronically poll members not in attendance.

    Section 2 – Public Meetings

    Meetings of the task force will be open to the public, but public input will not be taken during task force meeting time.

    Section 3 – Meeting Minutes

    Meeting minutes will be posted online within one week after approval.
